Congress should discuss budgets in terms of orders of magnitude, rather than absolute numbers. Or use a different term to represent a million dollars.
This is why astronomers measure large distances in light years, and not trillions of kilometers, because grasping large quantities gets in the way of the more interesting problems they want to figure out.

Problem with the ” a penny saved…” is that the gov’t doesn’t “save” any pennies and the gov’t doesn’t “earn” any pennies or portion thereof.
They steal it from the populace at gunpoint and spend it before they have even stolen it.
